How to go from a Texas plate to a VIN
- Ask the seller for the VIN — and bring your photo ID to the sale, which Texas requires for vehicle transfers anyway.
- Run TxDMV's own Title Check ("Look Before You Buy") with the VIN: it links you to NMVTIS-approved providers that show Texas and out-of-state brands like salvage, nonrepairable, and flood.
- Verify the windshield VIN against the title. In Texas, the title style itself is informative — salvage and nonrepairable vehicles carry distinct titles instead of the regular blue one.
- If you need the official record and have a permitted use, mail Form VTR-275 with ID and the $5.75 title-history fee to TxDMV.
- Close the deal at the county tax assessor-collector's office with Form 130-U so the title transfer is filed immediately — that's also where the $28 or $33 title application fee is paid.
Who can access Texas vehicle records
- TxDMV discloses motor vehicle records under the federal DPPA (18 U.S.C. Chapter 123) and Texas Transportation Code Chapter 730, and may redact personal information from records before releasing them to requesters without a permitted use.
- Records are requested with Form VTR-275 (Request for Texas Motor Vehicle Information), submitted by mail or in person at a TxDMV Regional Service Center with a copy of your government-issued photo ID — email submissions are not accepted.
