A VIN country-code chart is a clue, not proof

Popular charts map a first character such as 1, 4, 5, J, K, or W to a country or region. Those mappings can help orient a search, but federal VIN rules treat characters 1–3 as an assigned manufacturer identifier. They do not define the first character as a universal certificate of final assembly for every vehicle.

In a 2024 interpretation involving Ford, NHTSA allowed a U.S.-assigned WMI on certain vehicles assembled outside the United States because the U.S. entity remained the certifying manufacturer in the circumstances described. The narrow decision illustrates the rule: identify the assigned manufacturer first, then verify the particular vehicle’s plant rather than converting one character into a factory claim.

What positions 1–3 actually establish

For a high-volume manufacturer, positions 1–3 identify the manufacturer and vehicle type under 49 CFR Part 565. They help a decoder choose the correct manufacturer submission for the remaining characters. They do not encode the title, owner, accident history, exact trim, or condition.

For a low-volume manufacturer, a 9 in position 3 means positions 12–14 complete the manufacturer identifier. That exception is another reason to read the full VIN instead of treating the opening character or prefix as a self-contained answer.

How to verify where one vehicle was assembled

Submit the exact 17-character VIN to NHTSA vPIC. Record the manufacturer, make, model, model year, Plant Country, Plant City, Plant State, Plant Company Name, and any decode warnings. Position 11 is the plant code, but its meaning is manufacturer-specific, so do not interpret that character from a universal chart.

Then compare the decoded plant with the original Monroney label, build sheet, manufacturer owner portal, or dealer build record when available. If the plant fields are blank or the records disagree, report the location as unresolved instead of guessing from the first digit.

Why the distinction matters to a buyer

Assembly location can affect parts sourcing, tariffs, buyer preferences, manufacturer records, and the way a listing is described. A seller’s “Japanese-built,” “German-built,” or “made in America” claim should therefore be tied to the full vehicle record, not a screenshot of a generic prefix chart.

A correct plant result still says nothing about ownership, title brands, odometer accuracy, collisions, recalls, or current condition. Keep identity and origin evidence separate from history and inspection evidence.
