A modern U.S. VIN has 17 characters in four functional groups: positions 1–3 identify the manufacturer, positions 4–8 describe manufacturer-coded vehicle attributes, position 9 is the check digit, and positions 10–17 contain the model year, plant and production sequence. The exact meaning of positions 4–8 and the plant code must come from manufacturer-submitted decoding data.

WMI, VDS, check digit and VIS

Why positions 4–8 are not a universal lookup table
Federal rules specify which attributes must be decipherable, but manufacturers choose the codes and placement within positions 4–8. A character that represents an engine for one make may represent a restraint, series or body configuration for another.
Manufacturers submit the decoding information to NHTSA. That is why a full vPIC decode is more reliable than a generic “digit 5 always means engine” chart.
What the 17 characters cannot tell you
The VIN is an identity key, not a complete vehicle-history database. The characters themselves do not encode the current owner, sale price, open lien, title brand, accident count, repair quality, mileage history or whether a recall repair was completed.
