There is no page or route in the product that re-points a paid single report to a different VIN. A pack's remaining credits wait for your decision: you enter a VIN for each one from your order page, spending one credit per VIN.

Why a single report has nothing left to spend
A single purchase is one report credit. When the payment provider confirms the payment, the order is marked paid, the entitlement is created with that one credit, and a report job is queued for the VIN stored with the order. The work has already been assigned to that vehicle before you can act.
The only route that spends a credit on a VIN is the one your order page uses for pack credits, and it counts the jobs already queued against the credits you own. On a single-report order that count is already one of one, so a second VIN comes back as no report credits left rather than replacing the first.
What the refund policy does and does not cover
Once a custom report has been generated and made accessible, purchases are generally final except where required by law or where an eligible delivery or billing issue applies. The eligible list is specific: being charged more than once for the same order, the report not being delivered, the report not opening after reasonable troubleshooting, or the delivered VIN differing from the confirmed checkout VIN because of our error.
A VIN you typed and confirmed on the review page is not a service-caused mismatch. You can still ask for review through the contact page with the checkout email, order ID, the VIN's last six characters and a description — but the policy describes a review, not a guaranteed outcome, and it does not state any VIN-change or one-time-correction allowance.
