No. The Terms of Service license a purchased report solely for your own internal use in evaluating the identified vehicle, whether that is personal research or an internal business decision. You may retain a copy for that purpose, but you may not resell, publish, redistribute, scrape, systematically extract, reverse engineer or use the report to build a competing database or data product.

What the licence actually says
Two documents govern this, and they agree. The Terms of Service section 'Reports and permitted use' says reports are provided for internal use only and licensed solely for your own internal use in evaluating the identified vehicle. The incorporated provider terms repeat it in stronger words: access is limited, non-exclusive and non-transferable, for your own internal vehicle-research or internal business-decision use.
The same provider paragraph lists what is out of bounds: altering the report, reproducing it for redistribution, publishing, selling, sublicensing, distributing, scraping, systematically extracting, reverse engineering, creating derivative datasets, removing provider notices, commercially exploiting it, or using it to build a competing database, product or service. A separate paragraph adds that the complete report is delivered without rewriting, restyling or removing attribution and disclaimers.
The cases people actually ask about
Non-transferable is the word that decides most of them. Posting the PDF in a forum or a marketplace listing is publishing. Selling it on, or running reports for other people as a service, is resale. Stripping the provider's branding or disclaimers off a page before you send it is prohibited on its own, separately from the sharing question.
The current terms do not spell out a rule for showing the file to a mechanic you hired or to a co-buyer helping you decide, so do not treat that as permitted by default. What they do establish is the boundary: your own evaluation of that vehicle, with the document intact.
