No. When you continue to payment, VIN Lookup opens a checkout session hosted by the payment provider, Dodo Payments, and your card details are entered there. The privacy policy states that payment details are handled by the payment provider and that VIN Lookup does not need to receive full card numbers, and that full payment-card details remain with the payment provider.

What happens when you press continue
The review screen shows the plan, the total before applicable tax and the line 'Secure payment by Dodo Payments'. Pressing the button asks VIN Lookup's checkout API to create a session with the provider; the response is a provider checkout URL, and your browser is sent there to pay. That is why no card field ever appears inside the VIN Lookup interface.
The same screen states that taxes, if legally required, are shown before payment confirmation, and that your report is created only after payment is confirmed. So the charge comes first and the report is generated afterwards, on the VIN you confirmed at checkout.
What VIN Lookup does keep
The privacy policy lists what is processed: VINs, account and contact details, order identifiers, report activity, support messages, device and security logs, referral parameters and consent preferences. For a purchase it also keeps the provider report identifier, fulfillment status, the report file, integrity information and report-access activity, for delivery, support, billing disputes, fraud prevention and recordkeeping.
None of that list is a card number. If you need to raise a duplicate charge or a delivery problem, the refund policy asks for the checkout email, the order ID and the last six characters of the VIN, and tells you never to email full payment-card details.
