The ownership section describes a sequence - Owner 1, Owner 2 - with the period, jurisdiction, declared use and last reported mileage. No name, address, phone number or email for a previous owner appears in it.

What the ownership section actually shows
Ownership history is described as the returned owner sequence, usage type, jurisdictions and changes over time. The sample report shows exactly that shape: two entries labelled 'Owner 1' and 'Owner 2', each with a period, a state, a use type such as 'Personal use' and a last reported mileage figure.
That is enough to see how many transfers a source returned, how long each period lasted and whether the use type changed - the things that matter when you are pricing a used car - without identifying anybody.
Why it is built that way
The terms of service list attempting to identify protected personal information about prior owners as unacceptable use. The plate answers on the site make the same point about the other direction of search: a compliant U.S. plate lookup returns vehicle identity and never the registered owner's name or address, because federal privacy law restricts access to owner data.
So the report is a vehicle document, not a people-search tool, and support cannot look up an owner for you either.
