Afterwards the sentence appears in writing only in the incident emails: if an order goes to manual review or returns no record, that email states that no subscription was created.

What that means if something goes wrong

Cancelling stops a subscription; a refund reverses an eligible charge. They are not the same action, and only the second one exists here. If you were charged more than once, the report was not delivered, it cannot be opened after reasonable troubleshooting, or the delivered VIN differs from the confirmed checkout VIN because of our error, the refund policy describes how to request a review.

Once a custom report has been generated and made accessible, purchases are generally final, except where required by law or where an eligible delivery or billing issue applies. The policy describes review — it does not promise an outcome.
