What does “Report access is temporarily unavailable” mean?

What the screen is telling you
The report page does not render a document straight away. It asks the report service for the current delivery state first, and shows nothing about the report until that answer comes back. When the first request fails for any reason other than “not found” — before any report content has loaded — the page switches to this wording rather than inventing a status. That is deliberate: the alternative would be a blank page or a guessed outcome.
The second line on that screen — your report is not being guessed or replaced, this page will keep trying securely — is the important part. A failed status check does not touch your order, your payment or the stored PDF. The page simply schedules another attempt, backing the delay off after repeated failures up to a ceiling of sixty seconds between tries.
What to do, in order
Leave the tab open for a minute; the retry is automatic. If you would rather not wait, press “Try again now”, which restarts the check immediately. If that still fails, open My Reports from the same screen and look for the order there — it reaches the same report through your account rather than through this page. If the report is still being prepared rather than unreachable, a download attempt answers with “the report is still being prepared, please try again shortly” instead of this screen.

Frequently asked questions
Should I pay again if I see this?
No. This screen is a failed status check, not a failed purchase. Paying a second time would create a second order. If you are unsure whether your first payment went through, open My Reports. When the report is delivered we also email the secure report link.
Will refreshing the page make it worse?
No. Reloading simply restarts the same secure check. The page also retries on its own, so a refresh is optional rather than necessary.
How long does the page keep trying?
For as long as the tab stays open. Attempts start a few seconds apart, then spread out after repeated failures, never exceeding sixty seconds between checks.
